                                                            INVITATION TO BID

Sealed bids for Town Project No. 18-011W, the installation of Redundant Well No. 9A will be received by the Department of Public Works until 10:00 a.m., prevailing time on June 26, 2018 at the Department of Public Works, 801 Washington Street, Canton, Massachusetts, at which place and time they will be publicly opened and read aloud.

The work includes the installation of a gravel-packed well and appurtenances at a location approximately 200-feet southwest of existing Well No. 9, in accordance with MassDEP guidelines.  All work must be complete within 150 consecutive calendar days commencing with the issuance of Notice to Proceed. Liquidated damages for each calendar day of delay shall be $200 as stipulated in the AGREEMENT. Bidders shall have experience, as specified in the Contract Documents, in gravel-packed well installation.

Contract Documents are available on the Town of Canton website under “Bid Postings” and may be viewed at the office of the Public Works Engineering Division, 801 Washington Street, Canton, MA 02021 during business hours on Monday through Friday from 8:00 a.m. to noon and from 1:00 p.m. to 4:00 p.m., excluding holidays.  Contract documents will be available for download on the Town of Canton website under “Bid Postings”.  Alternatively, they can be mailed to prospective bidders upon request and receipt of a non-refundable check for $75.00 made payable to Bristol Engineering Advisors, Inc.  Bid for this contract are subject to the provisions of MGL. Ch. 30, Section 39M.

General Bids must be submitted on prescribed forms, enclosed in a sealed envelope bearing on the outside the bidder’s name and address, and titled, “Bid for Installation of Redundant Well No. 9A, Canton, MA”.  General bids mailed shall be to the Department of Public Works, 801 Washington Street, Canton, Massachusetts as designated above.

Each bid must be accompanied by a bid security consisting of a BID BOND, CASH, or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5 percent of the bid price.  The successful bidder will be required to furnish a Labor and Materials and a Performance Bond equal to 100 percent of the total amount of the bid with a surety company qualified to do business in the Commonwealth of Massachusetts.

Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Industries under the provisions of Massachusetts General Laws, Chapter 149, Section 26 and 27D inclusive.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price.  The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 60 days, Saturdays, Sundays, and legal holidays excluded, after the opening of the bids.

The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town of Canton.
